1. What is the time period prescribed for reporting any birth or death?

     The normal period of 21 days (from the date of occurrence) has been prescribed for reporting the birth, death and still birth events.

2.Whether registration is possible after the normal period of reporting?

     If any event of birth or death is not reported for registration within 21 days, the same can be reported any time on payment of fee and as per the prescribed procedures laid down in Tamil Nadu Registration of Births and Deaths Rules, 2000.

3. Who is responsible to report the event occurred in a hospital

         In respect of birth or death occurred in Government/Private or other such institutions, the medical officer in-charge or any person authorized by him in this behalf is responsible for reporting to the jurisdictional Birth and Death Registrar. Now, all Govt and Private Medical institutions are provided with separate User ID for reporting the events under CRS web portal.

4.Who is responsible for reporting the event occurred at home?

     In respect of birth or death occurred in a house, it is the duty of the Head of the house/household or nearest relative of the head present in the house or in the absence of any such person, the oldest male person present therein during the said period is responsible to report the event to the concerned Birth and Death Registrar.

5. Whom to approach for registration?

     The events of birth and death are registered at the place of occurrence of the event (i.e. where the event took place).

1.Whether registration of births and deaths can be done at any place irrespective of the place of occurrence?  Whether an event which has taken place in Bombay can be registered in Goa?

     The event can be registered at the place of occurrence only.  Hence the event occurred at Bombay cannot be registered in Goa.

2.Whether any birth or death can be registered beyond one year of its occurrence?

     It can be registered by order of an Executive Magistrate (RDO) concerned and on payment of late fee Rs.500/-.

3.Whether the Birth certificate can be obtained without the name of the child?
     Under the provision of Section 14 of the Act a birth certificate can be obtained without the name of the child.  In such cases the name of the child can be registered in the birth certificate by the concerned registration authority without any fee within 12 months from the date of registration  and beyond 12 months but within 15 years from the date of registration the name of the child can be registered with prescribed fee.

4. How the birth /death registration is carried out at present?

     A uniform software implemented in Tamil Nadu from 09.10.2017 onwards, all the birth/death are registered from 01.01.2018 onwards in the CRS common software.

5.Can the Birth/Death certificate be downloaded by the public?

     Yes, the public can download anytime/anywhere and any number of copies of Birth/Death certificates at free of cost from crstn.org web portal for the events registered in CRS software. 

6.What is the essential document required  for birth registration?

  1. i) The RCH ID number of the mother is required for birth registration.
  2. ii) The RCH ID of mother can be obtained from VHNs/UHNs of HSCs and also from all Government Medical Institutions/102 helpline/e-sevai centre /PICME public portal.
  3. iii) The RCH ID of the mother is captured in CRS software through the link of PICME software to ensure all MCH services are provided to the mother and infant.
  4. iv) Other evidences like Ration Card, Aadhaar, Voter ID, School certificate, etc., 
7.Whether correction is allowed for registration already made?

     Yes. The Registrar concerned alone is empowered to carry out correction subject to his satisfaction of the documents.

8.From which year onwards the registered events are available in the web portal?

            From the year 01.01.2018 onwards the registered events under the web portal crstn.org is available for downloading.  Efforts are being taken to upload the events registered prior to 01.01.2018 in the above web portal in a phased manner.
